Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)

Context

The Union Cabinet approved the five-year extension of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme through FY 2030–31, allocating a financial outlay of 3.15 lakh crore (тВ╣3,15,614 crore). The decision underscores the government's sustained commitment to augmenting farm incomes through technology-driven direct benefit transfers.

About the Scheme

Framework & Objective

  • Classification & Nodal Ministry: Operating as a 100% Central Sector Scheme under the Ministry of Agriculture and Farmers’ Welfare.
  • Core Objective: Provides assured direct cash support to landholding farmer families to help meet expenses for agricultural inputs (seeds, fertilizers, equipment) as well as domestic household needs, mitigating reliance on informal moneylenders.
  • Financial Benefit: Transferred as тВ╣6,000 per year in three equal installments of тВ╣2,000 every four months directly into Aadhaar-seeded bank accounts via Direct Benefit Transfer (DBT).

Eligibility & Exclusions

  • Target Definition: All landholding farmer families nationwide with cultivable land held in their names, regardless of holding size (the initial 2-hectare ceiling was removed in June 2019).
  • Family Unit: Strictly defined as a husband, wife, and minor children.
  • Exclusion Criteria: Higher-income groups are excluded—such as institutional landholders, constitutional office-holders, serving or retired government/PSU employees, pensioners receiving тВ╣10,000+ monthly, income tax payers from the last assessment year, and practicing professionals (doctors, engineers, lawyers, CA).
    • Exemption: Multi-Tasking Staff (MTS), Class IV, and Group D employees remain eligible.

Governance & Digital Architecture

  • Beneficiary Identification: State and Union Territory governments hold responsibility for identifying and verifying eligible farmer families.
  • Tech-Driven Verification: Utilizes mandatory Aadhaar-based e-KYC, direct integration with land record databases, the PM-KISAN Portal, and an AI-driven multimodal chatbot (Kisan-eMitra) for real-time grievance redressal.

Key Achievements & Socio-Economic Impact

  • Scale of Reach: Over 85% of total beneficiaries belong to small and marginal farmer categories, enhancing financial inclusion across rural India.
  • Gender Inclusivity: Women farmers constitute over 25% of all beneficiaries, accounting for cumulative transfers exceeding тВ╣1.06 lakh crore.
  • Cumulative Disbursal: Since its inception in February 2019 (effective December 2018), the scheme has transferred over тВ╣4.47 lakh crore across 23 installments to over 9.49 crore farmers.
  • Yield & Income Boost: NITI Aayog’s Development Monitoring and Evaluation Office (DMEO) assessment indicates that 92% of beneficiaries utilize funds directly for agricultural inputs, reducing credit dependence and supporting gains in agricultural productivity.

Key Challenges

  • Land Record Mismatches: Incomplete or unupdated digital land records across certain states delay the identification and onboarding of genuine landholding farmers.
  • Exclusion of Tenant Farmers: Sharecroppers, landless agricultural laborers, and tenant farmers who do not hold formal land titles remain outside the scope of the scheme.
  • Digital Authentication Bottlenecks: Technical friction in Aadhaar-seeding, bank account linking, or e-KYC updates occasionally leads to deferred installment releases for rural households.

Way Forward

  • Streamline Land Record Integration: Accelerate real-time synchronization between state land registries and the central PM-KISAN database to prevent administrative verification delays.
  • Targeted Credit Augmentation: Pair PM-KISAN cash flows with micro-credit tools like the Kisan Credit Card (KCC) to maximize access to institutional capital.
  • Strengthen Rural Help Desks: Expand assisted e-KYC facilities and local grievance kiosks at Common Service Centres (CSCs) to assist elderly and digitally constrained farmers.

Conclusion

The extension of PM-KISAN until 2030–31 reinforces India's direct welfare architecture for the agrarian sector. By leveraging Aadhaar and DBT infrastructure to deliver transparent, unmediated income support, the scheme continues to stabilize farm livelihoods and bolster long-term rural economic resilience.
